There has been one such exception in the past four had years, interestingly a Chinese (Taiwanese) national who spent his adult life in Hong Kong. Mr Patten, on behalf of the Secretary of State, approved his eligibility for an award as a special case.
We do not know whether other Commonwealth countries are similarly able to consider exceptions.

9. The number of hoops that continuing participation would first have to go through are quite daunting and the view in paragraph 2 above becomes increasingly attractive. However the above is to show that given agreement by all the parties mentioned, continuing participation in CSFP would not be impossible.

10. There is also continuing participation in the Shared Scholarship Scheme to consider.
This would be easier from our point of view but more difficult from that of the scholar.
At present the scheme is restricted developing Commonwealth countries including Hong Kong. could quite easily extend entitlement to Hong Kong/China particular or perhaps to a few selected foreign countries. The latter is an option which a current review of the scheme is considering.
The difficulty for the potential Hong Kong/China scholars would be that the scheme is not a the government to government one. Application is made by scholar direct to the British university/polytechnic and selection is made by the British institution. This might be an impossible arrangement for the Government of China accept.
About 8 awards are currently held by Hong students.
