I enclose two copies of the chapter as it appears in the 1990 edition of the Commonwealth Yearbook and I should be grateful for your assistance in bringing the material up to date, returning one copy only to me, amended as appropriate, retaining the other copy for your records, if you wish.

The proofs will, of course, be sent to Hong Kong Department for any necessary amendments to be inserted before final printing.
