Thank you for your minute of 16 November about the CPA's seminar and visit planned for 1991. I am glad to hear that Hong Kong has been awarded at least one place for the visit, despite the competitive nature of the bidding. We were also interested to learn about the projected seminar which is to be arranged specifically for Hong Kong.

2. You ask about the date for next year's Legislative Council elections in Hong Kong, when 18 members will be directly elected for the first time. These do not take place until September too late, I'm afraid, for the CPA visit. However, there are already 26 members of LegCo who have been elected indirectly (14 from functional constituencies and 12 by an electoral college). One of the 14 functional constituency members might be the best bet. Perhaps the UK branch of the CPA could specify this when isssuing their invitation.
