COMMONWEALTH PARLIAMENTARY ASSOCIATION (CPA): 40th PARLIAMENTARY SEMINAR AND VISIT 1991
1.
Each year the Commonwealth Parliamentary Association's UK Branch organise a seminar and a visit for Parliamentarians from CPA Branches in other Commonwealth countries. The UK Branch's Seminar Sub-Committee will be meeting during November to allocate places for 1991 from the applications received.
2. The Seminar will take place from 5-16 March and will provide Commonwealth MP's with an opportunity to exchange views on Parliamentary matters. It will also give them a thorough insight into the workings of the British Parliament. The visit, 8-24 May, will include a regional tour and a series of informal discussions at Westminster. There are 25 places to be filled in each case.

I attach a list of bids received from overseas branches, with details of previous attendances. If your Department would like to press for priority to be given to Parliamentarians from any particular country or dependent territory, please let me have brief points to make. I will then endeavour to influence the CPA Secretary in the drawing up of his recommendations to the Sub-Committee. I shall need your comments by noon on Thursday 8 November.
4. Please bear in mind that the MPS on the Sub-Committee all have their causes celèbres, and bidding for places will be lively. I shall therefore need an indication of the countries on the list which might be sacrificed, in order to make room as well as good and convincing reasons why certain countries should secure places.
5. The CPA have to be even handed in allocating places. Countries which have not figured prominently in seminars and visits in recent years are therefore normally given some priority.
