It would be helpful if we could receive contributions by the end of (April setting out the problems and the possible solutions, and highlighting the decisions that will need to be taken by Ministers eg what to do with those arriving from Hong Kong as visitors, without the right of abode in this country. We shall then incorporate these into a paper for discussion at the next meeting of MISC 140, in May or June. Thereafter the paper will be submitted to OD(K).
