I have just two additions:
We
i) Paragraph 3: delete sentence beginning "The Hungarian
Socialist Party" and include "The remains of the old Communist Party failed to win a single Parliamentary seat It is now a spent political force. The Hungarian Socialist Party, which was formed last year by the reform Communists got only 10% of the vote".
You may also wish to add the following final sentence to the paragraph. "Hungary is seeking intergration into Western organisatons such as the Council of Europe and eventually the EC".
ii) Paragraph 2, : The Security assessment will clearly need to be looked at again once the new government has settled in. I am no expert, but I am inclined to think that the Hungarians would not risk a new opening in Hong Kong by indulging in unacceptable intelligence activities. You may wish to add the following to paragraph 2 after the sentence ending "security implications": "following scandals about continued surveillance of opposition groups early this year, outgoing Parliament passed a law defining the competences of the Hungarian intelligence services and bringing them firmly under government control."
