Resilient Hong Kong economy is recovering since the tragic events in China but the haemorrhage of talented people from the territory is a problem we must all take seriously.
The package of measures which we announced on 20 December, including the grant of British Citizenship to 50,000 heads of household in Hong Kong will play an essential part in restoring
confidence.
Clearly in Canada's interest also to maintain confidence in Hong Kong. If confidence collapsed, could be faced with a much larger immigration problem (many Hong Kong Chinese with Canadian passports currently reside in Hong Kong).
Hope that Canada will find ways of following our lead.
