The essential strategy was to brief a wide range of business groups, key executives, bankers, government officials and editors on the factual situation relating to the transfer of sovereignity of Hong Kong to China in 1997, thereby redressing some of the imbalance in perception created by selective media treatment of a most complex subject/event.

At the same time, a key purpose of the visit was to allow Barrie Wiggham to form his own perception of the Australian attitude to Hong Kong/China and to assess the extent of the need for Hong Kong to address in some continuing sense the information gap in Australia.

The original five-day programme planned was extended to allow three full working days in Sydney, two in Canberra and two in Melbourne. The programme itself was deliberately tight even so, and there is no doubt that the original five-day schedule proposed was not realistic.

Media exposure was deliberately limited and kept low-key. Nevertheless, some valuable exposure was achieved.

Appendix (1) details the formal meetings/discussions/events, records specific issues raised and recommends future action

on a case-by-case basis where possible.

Appendix (2) details media exposure.

Appendix (3) lists attendances at larger functions and includes copies of press reports, radio/television transcripts and the formal addresses to the HKABA in Sydney and Melbourne. Recordings of certain events are also available.
