Strategy

As recommended by the Port and Airport Dovalopment (PADS), the Government announced an ambitious programme Works at a rough estimated capital cost of $127 billion meet port and airport traffic growth in HK up to year 2011. These developments will include:

(a) Container Terminals 8 and 9 to be locsted On new reclamation adjoining Stonecutters Island and on reclamation a south-east Tsing Yi respectively.

(b) A modern airport at Chek Lap Kok of Lantau Island to replace existing Kai Tak Airport and to be open within

(c) New industrial areas and airport support community
developed at Lantau sites for deep waterfront industry will be developed at Tuen Mun and Junk Bay.

(8) New high capacity transport infrastructure to serve the developments including the North Lantau link from Taing to Lantau Island; trunk road route 3, the strategic highway between Hong Kong and the border; cross harbour tunnel
link, etc.
As envisaged in. the separate METROPLAN, the Government wi11 examine ways to improve the environment in the urban including reclamation projects in West Kowloon, Central, and Wanchai to provide the necessary transport links to the lusban areu. Immense development opportunities will also be provided by the removal of the Kai Tak Airport.
