VISIT OF JAPANESE PRIME MINISTER

Thank you for your letter of 21 December about arrangements for Mr Kaifu's visit on 12 January.

The Secretary of State will not be travelling until the afternoon of 12 January. He will therefore attend the talks between the Prime Minister and Mr Kaifu and the working lunch at No 10. As Sir John Whitehead will be returning to London for Mr Kaifu's visit, I recommend that he also attend the talks and lunch.

The Secretary of State will also hold one hour of talks with the Japanese Foreign Minister, Mr Nakayama, from 0945 to 1045, before the talks at No 10. In order to avoid duplication in the subjects to be covered in the two sets of talks, the list of issues to be discussed with the Japanese might be divided as follows:

Prime Minister's talks with Mr Kaifu

(b)

East/West relations, including Western

assistance to Eastern Europe;

International economic issues, including

structural reforms, US/Japann relations, GATT and EC/Japan;

The Prime Minister might also raise two bilateral issues which she last discussed with Mr Kaifu, the Tokyo Stock Exchange and Air Services.

Cambodia;

In my letter of 21 December I suggested who might participate on the Japanese side in the talks and lunch at No 10. The Japanese have now formally proposed that the following take part:
