HONG KONG TELNO 2180: LEGCO QUESTION/JAPANESE REPARATIONS

1.

We have been asked to provide confirmation of Hong

Kong's proposed action (deskby 161600Z) relating to a

question for written reply by the Financial Secretary

concerning Japanese reparations. I attach a copy of the telegram for ease of reference. A holding reply, also

attached, has been sent.

2.

I would very much welcome advice as to what advice we

can give Hong Kong. If the 1951 Treaty waives Japan's

liabilities in respect of the currency issue, can the Hong

Kong Government take that line, or should the matter be more

formally referred to the UK for further consideration?
