We suggest the following amendment and addition to the last tiret in para 3 of the draft minute attached to your minute of 23 August:

(i)

In the third sentence, add the word "foreign"

before "investor in Hong Kong"

(ii) At the end of the tiret, add a new sentence "We also have a joint interest in promoting the Anglo/ Japanese Consortium, which will be bidding for a

substantial contract in Hong Kong's huge replacement airport strategy"
