1. To thank Mr Nakayama for his Government's continuing

investment in and support for Hong Kong.

2. To underscore HMG's concern to ensure that PADS is a

success and to emphasise our support for the Anglo/Japanese

consortium's bid.

3. To reassure the Japanese that Chinese support for the ASA separation process remains firm.

To encourage the Japanese to proceed with the negotiation of a separated Hong Kong/Japan ASA.

POINTS TO MAKE

Hong Kong: International Support

- To thank the Japanese for the action they have taken with the Chinese emphasising the importance of Hong Kong as a regional and international economic centre and maintaining

this status up to 1997 and beyond.

Japanese Investment in Hong Kong

- Grateful for Japanese Government's continuing

encouragement of (Japanese) businessmen to invest in Hong

Kong.
