As you know, the matter has been referred

separately to HKD by the Hong Kong Government following

a written question in the Legislative Council (my

minute to Mr Rankin of 13 July, copied to you refers) and subsequent exchange of telegrams with Hong Kong.

Subsequently, Mr Bunten (HKG Secretariat) wrote on

22 August to this department enclosing a letter from

the Reparation Association (Hong Kong) to Sir Piers

Jacob (Financial Secretary). This correspondence was

copied to Mr Rankin under cover of Mr Stone's minute of

3 September.
