For these reasons I am drawn to conclude that neither a deposit taking company nor a restricted licence bank is a "Banking Association" within the meaning of clause XXVI.

I ask that you provide me with the Law Draftsman's opinion whether it will be necessary to refer this Bill to the FCO.
