Explanatory Memorandum

The object of this Bill is to amend the Electoral Provisions

Ordinance

(a) to provide for the direct election of members to the

Legislative Council in the 1991 elections and for

this purpose a new Part IA has been added to the

Ordinance and various definitions have been added or

amended (clauses 2 to 5, 11, 12 and 17 (adding new

section 45));

residential addresses in the registers of electors to

avoid false registration (clause 6);

to synchronize electoral registration with that under

the Legislative Council (Electoral Provisions)
