AMENDMENTS TO THE LETTERS PATENT: CONSTITUTIONAL DEVELOPMENT
1.
Our telephone conversation of this afternoon refers. We agreed that you would submit to Mr Maude the amendments to the Letters Patent concerning constitutional development, together with a brief explanation of the background to the changes.
2. You said that you hoped to put up your submission on Wednesday 11 July, having cleared it first with this Department, with the aim of securing Ministerial approval so that the amendments can be sent over the Privy Council by the end of the week, in good time for the Privy Council meeting on 24 July.

As agreed, I have sent a telegram to Hong Kong confirming that all this is in hand. I have asked them to let us know, deskby 110930Z, the outcome of ExCo's consideration of the provisional draft amendments. You will in any case need to clear the final version with Hong Kong I assume that you will do this before submitting to Mr Maude.
