that they should be given distinct representation and who

have not been so identified this time.

Further thought

will be given to them in considering our next step, in 1995, when the number of functional constituencies is to be

increased to 30, or fully one half of this Council.

In this context, I think it worthwhile noting the general difficulty of identifying the electorates for the functional constituencies. Our aim in these transition years is to ensure that the community's interests are properly represented, both geographically and by

occupation. Definition and registration of the electorate for the former is relatively easy, for the latter less so even where the function itself is readily identifiable.

Tourism provides a useful illustration. agreed on the importance of this sector to the economy and the desirability of its interests being represented on this Council. Identifying an electorate without duplication of interest proved rather more difficult, but we believe that we have now arrrived at a satisfactory solution.
