Revised drafts of Hong Kong Letters Patent 1990 and Hong Kong additional Instructions 1990; these should be sent by Fax to Hong Kong.
A draft telegram to Hong Kong explaining the changes; you will see I have included a statement that no reserved powers are included in the draft. You may not wish to include this statement since your telegram on this point was Personal for the Governor. However, we have not yet received any reply.
A draft Note for the Privy Council explaining the Letters Patent.
A draft submission which could go either from you or from me. It is not unusual to wait until we get the proof prints from HMSO before putting this up to a Minister. Copies of the drafts are being sent to HMSO today.
