Since I am not in on 13 June, I am minuting on this in response to yours of 12 June.

2. I have in fact sent Hong Kong's proposals for changes to the Letters Patent resulting from the 1991 elections to Mr Fifoot asking for his comments - see attached. The only other thing we need to do is act on the Bill of Rights. We have suggested to Hong Kong that we should do both in one exercise and what seems to be needed is a telegram asking HKG to produce the goodies. am not sure precisely what changes are required to the Letters, but would be taking a risk if we put something through before LegCo has agreed the Bill?
