1.
Attached to this submission are the draft instruments
which it is proposed should be put before Her Majesty in
Council at the meeting to be held on 24 July.
The papers are required to be submitted to the Privy Council office by
18 July. The drafts have been prepared by Mr Fifoot in
consultation with the Hong Kong Government's lawyers, who
are content.
2. A description of the principal contents of the two
instruments is set out in the explanatory note for the Privy
Council, which is attached immediately below.
3. If Mr Maude is content with the draft instruments, would
he sign his name at the place marked on the top right-hand margin of each.
