On 15 March I minuted to Mr Paul asking what ideas we and Hong Kong had about the timing and content of the amending Letters Patent. An additional subject for inclusion would be the proposal to include in the Letters Patent a requirement to make provision for a Bill of Rights. It would seen sensible to try to include both this matter and those referred to in my earlier minute in the same Letters Patent.

2. I have not noticed in the telegrams that we have raised this question with the Hong Kong Government. We should do so in view of their wish to enact the Bill of Rights in July.
