Problem

1. Hong Kong have asked for our views on proposals currently being considered by the Executive Council for changes in the composition of LegCo in 1991.

Ministers will wish to discuss these proposals with the Governor next week. Our view is that they are on the right lines.

Background

Over the last two weeks, ExCo has been considering what changes should be made in the composition of the legislature Council in addition to the introduction of 18 directly elected seats. ExCo have produced a checklist of issues to be decided in preparation for the 1991 elections. ExCo's tentative conclusions on the main issues

set out in Telno 755.
