Other than the 3 Ex officio Members of the Council

(CS, FS and AG) there will be no Official Members. Policy Secretaries will however participate in LegCo proceedings, for example to answer questions, by attending before the Council

rather than as Members of it.

1 Non-Official Member will be appointed as Deputy President of Legco. He will not take part in ordinary LegCo business. In the absence of the President he will preside over

the proceedings of the Council. This will allow a transition to the point where, in 1995, the Governor will cease to be the

President.

9.

The voting age will remain at 21 in 1991. It is likely that the Government will bring it down to 18 in 1995, in line with the age at which many if not all other legal functions will by then be performed.

In 1991 there will be no change in the composition of the Municipal Councils and the District Boards.
