CONCLUSIONS

6. ExCo's proposals all seem sensible and Ministers have already

had the opportunity to go over the ground in some detail with the

Governor. They are broadly content. The way is therefore clear to confirm our agreement. A telegram must issue on Monday 12 March in order to meet Hong Kong deadline.
