ExCo believe that with a total of 30 functional seats needed in

1995, it would be better to make a substantial increase now; and

that with so many changes taking place in 1991, it would also be wise to retain a significant number of appointed members. ExCo see no advantage in keeping the overall total below the figure for

1995.

(b)

DEPUTY PRESIDENT

ExCo propose that a non-official member should be appointed as Deputy President in 1991. The Deputy President, who would not take part in ordinary LegCo business, would initially only preside in the absense of the Governor, but would gradually take on a bigger role. In view of the significance of this development, ExCo believe that

the Deputy President should be appointed by the Governor instead of

being elected by non-officials.

(c) ATTENDANCE BY OFFICIALS

ExCo propose that the number of official members should be reduced to the 3 ex officio members (Chief Secretary, Financial Secretary

and Attorney General). Policy Secretaries would continue to attend

LegCo meetings to answer questions and explain Government policy but would not longer be members. Since all official members will have

to disappear from LegCo by 1997, it makes sense to reduce their number quickly.
