The 18 Directly Elected Members will come from 9 constituencies. These constituencies will be made up as
indicated on the map which I will give you. Each constituency will return 2 Members. Each elector will be able to vote for 2 candidates in a first past the post system.

There are at present 14 Functional Constituencies. The following new constituencies will now be added:
Financial Services (Stockbroking, Commodities and Futures Trading, Chinese Gold and Silver Exchange, and Insurance Brokers).
Engineering. This will be separated from the existing Constituency which includes Architects, Surveyors and Planners.
6.
A Building, Construction and Real Estate Development Constituency.
Possibly a Tourism Constituency. A final decision on this will be taken very soon. Work in defining the constituency, which has not proved easy, is still continuing.
The 2 Municipal Councils will become 2 Functional
Constituencies.
There will be a Rural Interests Constituency. The electors will be the Heung Yee Kuk.
The Finance Constituency will be enlarged to include Restricted Licence Banks and Deposit Taking Companies.
