Voter age and the age of marriage without parental are the two major outstanding issues in deciding on lowering the age of legal capacity. Members may wish to note if the voting age was lowered to 18 years, then it may be difficult to retain the minimum age for marriage at 21 years.

If the minimum voting age were to be lowered to 18 years, then it would still be the intention to maintain the minimum age of candidates for election at 21 years.

Members may consider that in view of public views on this subject (Annex A), it would be best to maintain the minimum voting age at 21 years in 1991, but to continue efforts to improve civic education with the firm objective of lowering it to 18 years before the 1995 elections.
