are easily identifiable as largely tourist-oriented, e.g. hotels, travel agents and tour operators, others are not exclusively part of the tourism industry, e.g. retailers, restauranteurs, and airlines.

The Joint Council of the Travel Industry would seem to provide the logical basis for defining an electorate, in that it represents all facets of the industry. However, it is immature organisation and it is doubtful whether could take on this role for the time being. There are two representative bodies; the Hong Kong Tourist Association (1,715 members including 322 from the travel industry) and the Travel Industry Council (1,000 members). The HKTA is dominated by shopkeepers and the TIC represents travel agents. An electorate based on HKTA and TIC membership would therefore largely comprise shopkeepers and representatives of the outward travel industry. It would be unlikely to produce a Legislative Council Member capable of representing the overall interests of the inward travel industry, which is of such importance.

At present, only one seat is provided for education. Under present arrangements, the tertiary education sector (4,000 potential voters) is far outnumbered by schools and kindergartens (50,000 potential electors). However, tertiary education is about to undergo large scale expansion in order to cope with the demand for higher education and the need to improve the skills and training of the workforce.

Engineers greatly outnumber the other professions in the Engineering, Architectural, Surveying, and Planning constituency. Splitting the existing constituency into two divisions, one for engineers and the other for architects, surveyors and planners would provide a better chance of the latter three important professions being represented in the Legislative Council.
