In your minute of 9 January you indicated that Mr Maude would like to see a speculate paper setting out all the possible options there were as alternatives to direct elections to establish as an automonous administration as possible in Hong Kong before 1997.

2. The attached paper examines a number of options that appear to be available for this. The ideas are of necessity rather sketchy in nature at this stage and the feasibility of them is of course questionable.
