BACKGROUND AND ARGUMENT Background

As part of the preparations for the next District Board elections, an Inter-departmental Committee chaired by the Deputy Secretary for Home Affairs was set up in June 1989 to review existing District Board constituency boundaries and to recommend the number of elected seats for each constituency. The Committee submitted its report to the Secretary for Home Affairs in early January 1990 and a copy of this Report is annexed.
