Annex II: Method for the Formation and Voting Procedures of the Legislative Council of the Hona Κοπα Special

Administrative Region

1.

Method for the Formation of the Legislative Council

(i) The Legislative Council of the Hong Kong Special Administrative Region shall have a membership of 60 in each term.

The first term of the Legislative Council shall be constituted in accordance with the "Decision of the National People's Congress of the People's Republic of China on the Method of the Formation of the First Government and the First Legislative Council of the Hong Kong Special Administrative Region". The second and the third

terms of the Legislative Council shall be constitued as follows:

Second Term:

Members returned by functional constituencies 30

Members returned by the Election Committee 6

Members returned by district direct election 24

Third Term

Members returned by functional constituencies 30

Members returned by district direct election 30

(ii) Except for the first term of the

Legislative Council, the above-mentioned Election Committee shall be the Election Committee prescribed in Annex I to this Law. The division of constituencies and voting method for the above-mentioned district direct election; the delimitation of the various functional constituencies and corporate bodies, allocation of seats for members, and the election method; as well as the method for the Election Committee to return members shall be specified by the electoral law proposed by the Government and passed by the Legislative Council of the Hong Kong Special Administrative Region.

Voting Procedures of the Legislative Council on Bills and Motions

Unless otherwise specified by this Law, the voting procedures for all Legislative Council

bills and motions introduced to the of the HKSAR shall be as follows:
