1. Mr Maude was very interested to read Mr Fifoot's minute of -3 January to Ms Major about an alternative to increasing the

number of directly elected members of the Legislature. He was particularly interested in the idea of an embryonic Chief Executive, and thinks we should be giving some thought to how, over the next 7 years, we should manage our disengagement from Hong Kong and establish a firmly rooted system of Government that would avoid dependence on instructions from Peking replacing the current reliance on instructions from London.

Mr Maude would be grateful to see in early March (by which time the Basic Law will be fairly clear and before his own. visit to Hong Kong in April) a speculative paper setting out all options and when we might start to implement them.
