The Prime Minister and the Foreign Secretary had a talk this morning abort Hong Kong.

The Prime Minister congratulated the Foreign Secretary on the great success of his visit to the colony, which had come over very well here.

On the question of directly-elected seats,

Ministers would have to be ready to meet at short notice. The Foreign Secretary said that Dame Lydia Dunn, and possibly Mr. Allen Lee, will be coming to the UK very shortly and were likely to seek an interview with the Prime Minister. Prime Minister said she would always be ready to see them. It would be helpful if you could let me know as soon as possible when we may expect them.

The Foreign Secretary said that he had been into the question of the advancement of British commercial interests in Hong Kong. It was clearly unsatisfactory that no British firms had been on the short list for consultancy work on the new Hong Kong airport. But it was alleged in Hong Kong that the quality of the submission by the British Airports Authority had been unimpressive. However, the Governor had assured him personally that two major British consulting firms would be on the short list for the next major consultancy project. Meanwhile, he himself would follow up the extent to which British consulting firms were active in seeking business in Hong Kong. He had also impressed on the Governor the need to bring to an early and satisfactory conclusion the question of a building which would house the British Representative in Hong Kong after 1997. Governor had undertaken to ensure that rapid progress was made on this.
