DL: Well I think they are considering it seriously and I expect as the Secretary of State said in Hong Kong they expect to make a decision very soon and they are talking about the matter

Q: Did you get any indication from the Prime Minister that she was listening to your views and that she was prepared to take it seriously?

DL: Absolutely.

Absolutely. I have seen the Prime Minister many times on previous occasions. She always listens very carefully and she always reflects on what one will raise with her and she asks questions so that she is completely clear on what one is trying to say.

Q: Do you really think that Britain has the muscle with China to sort this problem out according to your wishes

DL: I think we are talking about both Governments who have signed a Treaty ????? China ??????m the basis of that treaty is the maintenance of stability and prosperity in Hong Kong. Both governments have undertook to cooperate with each other in maintaining prosperity and stability in Hong Kong. Now we all know that stability and prosperity in Hong Kong depend crucially on people's commitment to Hong Kong and their confidence in Hong Kong and in the administration and therefore I think that is the most important point for Britain to get across to China for the post 1997 ??????
