on behalf of inarticulate as well as

those who make a noise.

Changes in LegCo. Need to look at

procedures.

Develop ExCo/LegCo relationship

so that Government remains effective and

responsive.

Civil servants role changing. More

devolved authority.

Must be apolitical.

China

Must manage better.

Increasingly important dimension.

Have been trying to improve relations;

lot still to do.

Need increased exchanges, to make Chinese better informed; but no veto over matters which are properly for Hong Kong Government.

Sum up

1990's a decade for steady progress; with more choices and greater effort to find Hong Kong solutions for Hong Kong problems. Must have confidence in ourselves if others are to have confidence in us.
