I have considered the Option IV which Hong Kong propose, and in principle I cannot see any problem with it. This is obviously subject to two provises; first, a problem may be thrown up once one starts to draft an Order. And second, we may hear something from the Parliamentary Joint Committee on Statutory Instruments about the Order dealing with Taiwan, which we may need to take account of. I should be grateful if you could convey these thoughts to Hong Kong. In doing so, I should be grateful if you could ask Hong Kong whether they would like also to have extended to them the amendments to section 21 of the 1956 Act which were made by the Copyright 1956 (Amendment) Act 1982 and the Copyright (Amendment) Act 1983 and section 21A of the 1956 Act as inserted by the 1983 Act.
