Dr. Thomas: To ask the Secretary of State for Foreign and Commonwealth Affairs when he last met his Italian- counterpart; what discussion took place relating to the Italian presidency of the European Community; and if he will make a statement.
Mr. Garel-Jones: My right hon. Friend the Secretary of State for Foreign and Commonwealth Affairs met the Italian Foreign Minister during the informal meeting of EC Foreign Ministers on 6-7 October in Asolo, Italy. They had discussions on a wide range of European Community issues. They meet frequently and shall do so again shortly during the President of Italy's state visit later this month.

Mr. Winnick: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on the decision to prosecute demonstrators in Hong Kong for using loud hailers without prior permission.
Mr. Lennox-Boyd: The cases in question are still sub judice, pending the hearing of an appeal lodged by the five convicted persons. The charges were brought under Hong Kong laws and at the decision of the Hong Kong Attorney-General. It is for the Hong Kong Government to handle these cases in accordance with Hong Kong law.

Mr. Steen: T ask the Secretary of State for Foreign and Commonwealth Affairs how many staff from the Civil Aviation Authority are attached to the embassy in Washington; and what are their grades and functions.

present visit to Egypt, Israel and the Occupied Territories our strong support for new efforts to relaunch the middle east peace process, once the Gulf crisis is over. The recent killings in Jerusalem have tragically underlined the need to find a just and lasting solution which combines Palestinian self-determination and secure borders for the state of

Mr. Ron Brown: To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement about diplomatic links with Afghanistan, particularly in regard to staffing arrangements in Kabul.
Mr. Lennox-Boyd: British diplomats were withdrawn from Kabul in February 1989. It is too early to say when they will return. The Afghan Embassy in London continues to operate under a Charge d'Affaires.

Toxic Waste ESED
Dr. Thomas: To ask the Secretary of State for Foreign Affairs when he last met his European Community colleagues to discuss the export, movement and disposal of toxic wastes to and from third countries, including developing countries; and if he will make a statement.
Mr. Garel-Jones: The EC Environment Council will consider a proposal for Community and member states' ratification of the convention on the control of transboundary movements of hazardous wastes and their disposal (known as the Basel convention), under which parties to the convention shall not permit the export of toxic waste to parties which have prohibited the import of such waste. The fourth Lomé convention signed in December 1989 (and currently in the process of being ratified) has provisions prohibiting the direct or indirect export of Community waste to ACP states.

The civil air attachés functions are as follows: (i) to ensure that CAA senior management is kept aware of FAA policy and technological develop- ments in respect of air traffic services, aviation safety regulation and related research and development (ii) to foster and develop further an harmonious relationship between the CAA and FAA based on mutual respect; (iii) to provide technical information to the CAA on FAA intentions and programmes, to ensure compatibility on subsequent international approa- ches, and to minimise nugatory effort by the CAA; (iv) to ensure that the CAA and FAA are each aware of any potential interactions of their policy decisions; (v) to advise FAA of CAA interests and to ensure these are adequately considered in the formation of FAA policy;
(vi) to act as a focal point for CAA enquiries on
technical issues at the working level; and
(vii) to advise HM Ambassador on matters relating to air traffic services and the safety regulation of civil aviation operations.

Members of Parliament (Assize)
Mr. Cash: To ask the Secretary of State for Foreign and Commonwealth Affairs what status will be given to any resolutions proposed or made at the forthcoming assize between Members of the European Parliament and Members of the United Kingdom Parliament.
Mr. Garel-Jones: We understand that the parliamen- tary conference of the European Community (as the assizes are now called) will probably conclude with a communiqué. This will not be binding on the inter-governmental conference. We will follow the proceedings with interest.
MED Gulf Energy Resources
Sir Trevor Skeet: To ask the Secretary of State for Foreign and Commonwealth Affairs what information he has on (a) the productive capacity of the oilfields in (i) Kuwait and (ii) Iraq and (b) the proven reserves of petroleum and natural gas in both Iraq and Kuwait.
Mr. Waldegrave: Crude oil production capacities are estimated to be as follows: Kuwait 2.3 million barrels a day; Iraq 3.5 million barrels a day. Proven reserves of oil as at 31 December 1989 were as follows: Kuwait 94,500 million barrels; Iraq 100,000 million barrels. Proven reserves of natural gas as at 31 December 1989 were as follows: Kuwait 1.4 trillion (million million) cubic metres; Iraq 2.7 trillion cubic metres.
