Monopolizing DB work?

K.M. CHAN of the Tsing Yi Public Services Concern Group, who is
the only non-democrat among the 16 KTDB elected members, says that the
entire District Board is dominated by the democrats. The chairmanship of
the 7 committees under the District Board are all taken up by members of the
Fifteen who in turn nominate their friends to be co-opted members, hence
enabling the democrats to dominate the DB fund allocations and monopolize
the membership of the committees.

The Chairman of Kwai Shing Residents Association Y.F. LEUNG who
has good relationship with the democrats says that under the democrats,
lot of resources have been allocated for the activities organized by the
democrats or the centres they are in charge of. This leaves the residents'
organizations with very little room for activities in the absence of sufficient
resources. She also says that some democrats are even running "shell
centres" in order to get more resources. The residents groups in Kwai
Tsing meet regularly to exchange views and compare experiences. Y.F. LEUNG
reveals that this feeling, which is becoming stronger and stronger is
shared by the various groups too. When she talked about this with a DB
member of Kwai Shing area K.C. LEUNG who is one of the Fifteen, he did
admit. such a problem.
According to W.T. LEE, the Fifteen had discussed about letting
other DB members be committee chairmen, but someone objected and they
could not agree on it. He remarks that how to deal with the minority is
a subject the democrats have to learn.
He says
However, he does not agree with the other comments.
that except for the Administration and Publicity Committee which comprises
chairmen of all other committees, the remaining 6 committees of the District
Board have members from the area committees recommended by the District Office,
and they can serve to balance the situation.
