We are a group of religious organizations which justice and human rights issues.

Recently, some democrates in Hong Kong are being charged of using loud-hailers and collecting money in public places without permits. The ordinances being employed, in fact, violate human rights espcially about freedom of expression and assembly, and these ordinances empower the police too much power in limiting civil liberties.

Feeling that the prosecution is incompatible with the International Convenant on Civil and Political Rights signed by the United Kingdom for freedom of speech is

is stated therein clearly, we drafted a statement concerning this issue. On 12 July 1990, nine representatives from nineteen religious organizations carried out a protest in the Office of Executive and Legislative Council. The councillors replied that they will express opinions for us in the Council. However, we are deeply worried that this case which may act as a wretched precedent and our civil liberties and basic human rights may be limited further through the abusing of power by the police arbitrarily.

Enclosed please find the statement signed by 19 catholic and protestant organizations which consists of more details of Our argument. We hope that the British government can pay close attention to this issue and the development of human rights in Hong Kong.
