morale of responsible citizens in Hong Kong and increase the desire to those who have the opportunity to leave for countries where they can be more hopeful of pera 1 liberty and of some possibility of influencing Government.
I therefore write to you (something I have done only once or twice in the last 30 years) to use your influence:
a) to discourage the Hong Kong Government from restricting the traditional liberties of their citizens;
b) that Ihunan Rights after 1997 are on a more secure basis than a clause in the Basic Law which can easily be repealed after the handover.
