A petition calling for changes in the law on the use of loudhailers in public will be presented by representatives of pro-democracy groups to

Mr Maude when he visits LegCo at 17.25 (27 July 1990). As background, you are aware that earlier today five members of the Joint Committee for the Promotion of Democratic Government (JCPDG) were convicted in Western Magistracy for the unauthorised use of loudhailers in public, and collecting money in public without a permit.

The organisations involved in presenting the

petition are

(a) the JCPDG;

the Hong Kong Association for

Democracy and Peoples' Livelihood; and

the Democratic Forum plus unspecified District Board Members.

It's probable that the Hong Kong Federation of Students and the Fifth April Action Group (5AAG) will also be represented when the petition is presented.

At 19.30 tonight about 50 members and supporters of the 5AAG will march from the Peak Tram Lower Terminal to Government House to present a petition supporting the JCPDG. Their objective is to obtain publicity and embarrass those attending drinks/dinner at GH. Appropriate policing arrangements are in hand.
