is also the Chinese Reform Association which claims close

inks with the mainland.

At present the strongest contenders for the 1991 elections are the UDHK and the FTU who are aiming to consolidate their support base at grass roots. Liberal Groups now see their roles more clearly defined in the wake

of the formation of the UDHK, but the further development of

the New Hong Kong Alliance and the Hong Kong Democratic Foundation should prove interesting. The emergence of full-blown party politics in Hong Kong remains unlikely.

But in any event the 1991 LegCo direct elections now look

likely to be keenly contested.
