Thirdly, the licensing of the public solicitation

of funds is a long standing measure, common to many countries, designed to protect the public from bogus or fraudulent organisations. Similarly, the use of loud hailers and other sound amplification equipment in public places is controlled in order to protect against nuisance.

These cases were brought because the organisers ignored warnings and advice to comply with the law with regard to the collection of funds. Contrary to your information, they exacerbated the situation by using amplification equipment, as well as hand held loud hailers, to solicit such funds. The two offences formed part of the same transaction, and were quite properly pursued by the police.
