Further to my telegram number 2311 of 24 July 1990, I enclose herewith a copy of our reply to the Alliance of Hong Kong Chinese in the United States. Other than for the last paragraph, identical letters have been sent to Dr B. Isang of the Association for Iluman Rights and Democracy in China, PO Box 821, Okemos, MI 48864, USA and Mr W. Yue, of the Association of Overseas Hong Kong Chinese for Democracy and Human Rights, PO Box 259, MIT Branch, Cambridge, MA 02139, USA.

This letter and enclosure is copied, for information, to S. D. Pattison at the British Embassy in Washington. Copies of all three replies above have also been copied to the Hong Kong Economic and Trade Offices in New York, Washington and San Francisco.
