I was very concerned to receive the enclosed letter from the Catholic Institute for International Relations regarding charges laid against prominent democrats in Hong Kong. I would be grateful if you could let me have your reaction.
Clearly, if the position is as described by the Institute the Government of Hong Kong seems to be behaving in an unnecessarily belligerent manner towards those who express views which are not congenial to them. This only serves to emphasise the need for Hong Kong to become accustomed to democratic processes as quickly as possible.
