Please refer to the attached letter from George Foulkes MP commenting on one from the Catholic Institute for International Affairs. Hong Kong's proposed reply is also attached.

I should be grateful for your advice as to whether the laws that are alleged to have been contravened would still be available when the Bill of Rights becomes law. I imagine that such laws must remain - on public order grounds but would be grateful for your comments.
I would also be grateful for your advice as to whether persons found guilty of a criminal offence are allowed, under Hong Kong law, to stand for election to the Legislative Council. The four being prosecuted are very likely to be candidates for LegCo in 1991 - are HKG building up a potential political time bomb/martyrs if the prosecution is successful?
