A 1. A letter from Mr Bowen Wells MP to Mr Maude arguing that

the laws governing the use of loudspeakers and the

unauthorised collection of money in Hong Kong make it difficult to conduct a proper election campaign and need to

be reviewed and if necessary repealed before the 1991 LegCo

elections.

Recommendation

2. I submit a draft reply, which has been prepared in

consultation with the Hong Kong Government.

Background

B 3. This letter is a follow up to a previous letter from

Mr Bowen Wells to Mr Maude, about the implications of the

decision to prosecute several leading liberals in Hong Kong

for offences committed under the Noise Control Ordinance and

the Summary Offences Ordinance during demonstrations which

took place between January and March. Mr Maude sent a brief

reply on 29 June pointing out that the cases were still sub judice.
