Cambridge, to be organised by the Hong Kong Link, was
planned for January 1991. Mr Allen Lee and Mrs Rosanna Tamm had agreed to speak. The purpose of the conference, which was directed at Hong Kong students in this country, was to persuade them to return to Hong Kong after completing their
studies.

We talked a little about the 1991 LegCo elections. For
what it is worth, Mr Lang said he thought the
moderates/businessmen would do well. But he was unaware of any firm plans by leading moderates to stand,

9. Mr Lang raised with me the position of the Hong Kong and
Shanghai Bank. He had heard that there was a plan for the
bank to merge with the Midland Bank; to retain a rump in
Hong Kong; but to transfer the bulk of its resources to a
holding company in London. He added, however, that he understood that negotiations between the two banks had now stalled. I was suitably inscrutable, but I wonder who
Mr Lang's source was?
10. Mr Lang agreed that it would be useful if we kept in
touch. In particular, he agreed to let us know of any plans
by members of OMELCO to visit Britain.
