However, as explained in that letter the Department does not enforce this liability | and you have a choice of whether or not to pay these contributions.

To obtain full cover for all benefits on return to the United Kingdom you could pay Class 1 contributions for the first 52 weeks of your employment in Hong Kong and to pay Class 3 (voluntary) contributions for the remainder of your absence abroad. Alternatively, for more limited cover the first year can be left blank and Class 2 or 3 contributions paid voluntarily beyond that period. You cannot pay voluntary Class

2 or 3 contributions for a period in which there is Class 1 liability.

I am unable to comment on the National Insurance position of other individuals employed by the Hong Kong Government, except to say that if they satisfy all of the conditions set out in the Departments letter of 10 October 1990 pertaining to the payment of Class 1 contributions they would be liable for the payment of these contributions for the first 52 weeks of their employment. the choice of paying Class 1 contributions for the first 52 weeks and/or paying

Like yourself, they have voluntary contributions thereafter.
